• A Defense Department memo indicates that military commanders will be given the authority to quarantine US troops returning from Ebola ravaged nations in a secure DoD facility for 21 days. The memo, obtained by CNN, says that troops will be monitored at the facility, tested for Ebola, and treated there if necessary. The memo does not specify the location of the facility that will house the troops, but an official speaking anonymously confirmed that it will likely be a site close to Washington DC.

• A tumble of more than 170 points on Wednesday was attributed to dismal retail sales data, Europe’s inability to realize an economic recovery and worries on Ebola. “Ebola is in the background,” said Peter Boockvar, chief market analyst at The Lindsey Group. “It feeds generally into global growth concerns.” Analysts are attempting to put a good face on the loss, saying a correction is not official until the market drops 10% or more. 20% over a two month period would indicate a bear market.

• New York’s Westchester Community College files 631 lawsuits against students over unpaid tuition.

• The city of Houston’s attempt to subpoena pastors in order to determine whether they discriminated against transgender individuals continues to cause outrage amongst conservatives, with former Harris County GOP chairman Jared Woodfill labeling the move an ominous attempt to silence free speech.
